For the candidate tag we can only view the candidates in one particular tag but cannot use the boolean search to view the candidates who satisfy 2 or more tags (e.g. candidates who satisfy native English skills and also studied at an elite universities). It results in an inefficient candidate searching using our tag system

Desired changes (possibly need to break into separate issues for prioritization): Translate existing website into bilingual English / Chinese.
